I wouldn't call it fake right away, it's possible for his country/settings etc that is works and for your it doesn't. Also his landing page or ad copy etc...

Agree with Synozeer.... Currently running some campaigns in Bing in verticals waaaaay less competitive than dating; and not seeing any clicks cheaper than 22 cents.
