What Makes A Quality Backlink

I have heard people talking about more quality and less quality backlinks and how it can affect your site's rankings in the serps.
So I ask,

What Makes A Quality Backlink?

Is it the number of links present in the page where your backlink is located or the page rank of that page or are there other factors?

I know related and high pr backlink is too good. it increase our pr and keyword rank.
 
Quality backlinks depends on relevancy and quality work that you provide as, google will definitely give preference to relevancy other than this the content of a web site for which you are working and the sites which you are using for your process should be very relevant.

Generally speaking, putting backlinks for your sites on higher PR, dofollow, niche-relative and less outbound links sources would do more for your own sites. :)

A "Quality" link is one YOU CAN'T DROP FOR YOURSELF!!
It is the one that you EARN from a related site that delivers useful information and has a high trust level for the search engines.

Quality backlink is a link which is relevant to your site.Quality backlink is link to your website using your keywords.For example if you have designing website.If you get link designing site related and sites which are listed in DMOZ is linking to you it is considered as quality backlinks.
 
A quality backlink is that...

1. comes from high authority and trusted site
2. relevant to the content of the page
3. from the first page/index page
4. not from footer but from a paragraph of a relevant content ( better if from first or second para).
5. with proper anchor text
6. dofollow page
7. with good neighbors -- neighbor links should be related to your site not from spam site like viagra, porn, gambling etc, etc.

There are more points but these are most important.

Elaborate please. How do you get google alert, do you create new account for each anchor text? Don't you use Google webmaster tools?

Yeah I sign in to my Google account, go to account settings, and look at all my services that Google's sponsors, then I click on "Alerts".

Sometimes services are not available because I am not signed up with them yet, but I know Google has them... so I then I just search the service in the google web search and sign up... later it will always appear in my services lists after that.
