At this moment and watching how Google is really in the offensive side with backlinks and similar stuff, i consider almost any SEO as blackhat as long as it involves backlinks.
No matter where or how the backlinks are being produced, as long as you're getting backlinks, you're already out of their guidelines...

i use fiverr for social bookmarking backlinks. This along with on page SEO should bring some solid organic traffic.

Don't waste money with Fiverr for SEO. Only thing I would really bother with is Social Signals but they aren't even that great.

I'm new so I don't want to look like I'm spamming so I'll refrain from mentioning any services. However in my experience high quality contextual homepage links will have the most effect. Look for underground or private networks. Some may recommend private blog networks but I don't like those as much, they tend to get burned much faster and as more and more posts are spammed about a million different topics on the site your posts get pushed farther and farther back and thus don't have the pagerank.

I'm apart of a couple that are great, I was also invited as a beta tester of an awesome one but I'm not sure how if its open to the public at all.
