White Hat SEO should always have a priority as it's the only way to achieve some long-term results and really get the desired ranking and amount of traffic. Black Hat SEO is usually used for achieving quicker results and trying to "overcome" the system, and I admit, there are some attractive approaches and tactics there, and they can be used once in a while, but I wouldn't base all of the work only on that as it could be risky and not valuable for some real results.
