Cloaking is the art of differentiating a user / real human from a bot - thus driving traffic accordingly.
For example, let's say you wanna set an Adwords campaign for some of your affiliate products, however, Google doesn't allow driving traffic to the affiliate url itself - and if you do so - your account will get suspended. So...you cloak. you use a software that can detect whether the user who clicked your ad is a Google Adwords bot / human reviewer etc. or a real user that can earn you money.
