I Must say both PPC and SEO are important both can get you on the front page of the search engines for targeted terms. But for PPC you need to pay and you can't spend money for the long term. In business their are many needs which you need to concentrate. So if you want to reduce the cost so simultaneously you can to do SEO.

If you are looking for long term and sustained traffic for your website, blog, landing page or whatever then SEO will be the best option IMO. If you need an instant burst of traffic then PPC would be best.
The thing is that SEO won't cost you money, only time if you know how and can do it yourself. PPC is going to cost you money.
The thing to think about is that the traffic will stop once you stop using PPC where with SEO it will continue going as long as you don't do anything to harm it.

SEO is better then PPC. Cause PPC is paid and SEO is natural and organic. Google give ranking only Natural SEO not Paid. You can rank your website on 1st but this will take so many money from you. But organically you will get so many benefit from your website. So SEO is the best choice for every website. If you want to rank naturally.
Both are important tools to use. SEO is more a long term thing and PPC is something is paid advertising which you control and measure 100% on what the impact is. So in that sense I like PPC more cos its faster and its impact is more measurable
